Each puzzle title contains the name of a city starting with A-J. Put these names in order to order the answers.

Note that each answer is exactly 12 letters long, disregarding spaces. In keeping with the time theme, put the answers on an analog clock face (first letter on 1, last letter on 12). Note that each answer has both an upper case I and a lowercase i.

Interpreting the uppercase I as the long (minute) hand of a clock, and the lowercase i as the short (hour) hand of a clock yields a time. Converting this time from the city's time zone to GMT then interpreting the resulting times as semaphore, yields the answer LEAP SECOND.
